If We Want Better, We Must Do Better

Hello. Let me reintroduce myself. Linda Lyon. Retired Air Force Colonel, school board member, very happily married to my best friend, who is also a woman. Previously married to a great guy. Enthusiastic fly fisher, own a gun, love to camp. A patriot who believes in our Constitution and progressive policies but also that our system works best when we have a balance of power between two parties so they must compromise to get things done. In other words, please don’t write me off with just one label. You’d be wrong. That is of course, true of all of us.

I’ve been blogging on RestoreReason.com since 2013, with a hiatus since mid-2019. There are multiple reasons for my break to include some hard-fought political losses that were near and dear to my heart. More than anything though, I thought there was just too much craziness in the news and I didn’t think I had anything constructive to add. Whatever I had to say would just be drowned out, and even if anyone was listening, it was probably only the people who agreed with me.

The last post I wrote on in 2019 titled “Teachers are the Real Patriots”, was written in response to a letter to the editor in the Arizona Daily Star. In it, a veteran made the point that “Now all enemies are Democrats and liberals” and he went on to say, “There are many retired military who will protect our president. He has only to say where and when, we will be there and the wrath of Hell will descend. We will take our country back.”

At the time, I had no clue what was to come, and in my response as an ardent public education advocate, I focused on teachers as patriots:

Teachers, standing up for those most vulnerable among us, are the real patriots. They know there can be no great democratic republic when there is no educated citizenry and that our public schools are the only ones that can address the problems we face at the scale demanded. Over 90% of America’s K–12 population attends public schools and that is where our singular educational focus should be. No. That is where it MUST be. Yes, to provide an engaged citizenry who can think creatively and determine fact from fiction.

I went on to implore continuing the fight for the “immortal declaration”:

Yes, we have much work to do. But, allowing ourselves to be divided and conquered, whether by Russia, partisan politics, or school privatizers is not going to help us get it done. To stay strong and prosperous, we must be true to what is referred to as the “immortal declaration”. From the Declaration of Independence, it states that, “We hold these Truths to be self-evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness”.

America is undoubtedly a long way from realizing this dream. But even the aspiration itself is one of the things that sets us apart from most other nations and is one that we should fight tooth and nail to achieve. As patriots, we must steadfastly reject the nightmare Theriot and others like him would have us embrace and continue to fight with all our power for this American ideal and the Dream it promises.

Two years later, I found myself responding to another letter to the editor in the Star in which that writer claimed “progressives destroyed our election integrity” and that “government overreaches in our basic liberties”. I’m guessing he believes that Trump really won the election and that the January 6th Capitol insurgents were just sightseeing tourists. As for January 6th, I guess the 2019 letter writer was correct. Trump did only have to say “where” (the U.S. Capitol) and “when” (January 6th), and “they” were there and the wrath of Hell did descend. Fortunately, his prescience was only partially correct and they did not “take our country back”.

Still, there can be little doubt that America and the democratic republic it has enjoyed for almost 244 years is in trouble, and although outside forces are exacerbating our problems, we are currently our own worst enemy. Political polarization, racial animus, and gun violence are all off the charts and it is incredibly hard to see any path to positive progress. Little did we know just how bad things could get. Just how far from the long-standing norm our politics and priorities would drift.

I don’t have any answers, but think a starting point might be to take a cue from Aretha Franklin and first work to R-E-S-P-E-C-T each other. I have long believed it is the number one key to a healthy marriage and, would go a long way toward giving us space to heal. Okay, I know this is much harder said than done. That’s one of the reasons I took up fly fishing instead (fish don’t talk back). I mean how can I even begin to respect the guy who believes that “democrats and liberals” are the enemy of our country? Truth is, I don’t have to respect him, I just have to recognize that as an American, as a fellow human being, he has the right to think what he wants. It is when he acts on his thoughts in a way that infringes on my rights that we have a problem. Or as someone wisely once said, “your right to swing your fists ends where my nose begins”.

I’m reminded of a speech from one of my favorite movies, The American President, with Michael Douglas and Annette Bening, released in 1995. In it “President” Douglas gives a speech that is even more fitting today:

America isn’t easy. America is advanced citizenship. You’ve gotta want it bad, ’cause it’s gonna put up a fight. It’s gonna say, “You want free speech? Let’s see you acknowledge a man whose words make your blood boil, who’s standing center stage and advocating at the top of his lungs that which you would spend a lifetime opposing at the top of yours.” You want to claim this land as the land of the free? Then the symbol of your country cannot just be a flag. The symbol also has to be one of its citizens exercising his right to burn that flag in protest. Now show me that, defend that, celebrate that in your classrooms.

Then you can stand up and sing about the land of the free.

Lately though, we are too ready to label, to negate, to vilify. On a personal level, we join in the behavior of our chosen “tribe” because it makes us feel like we belong. This is not a new phenomena, but is all the more dangerous now because of the ubiquitous Internet and the social media platforms it has spawned. On a broader level, it has allowed our worst proclivities to be exploited by foreign and domestic enemies alike. Again “President Douglas” in The American President:

We have serious problems to solve, and we need serious people to solve them. And whatever your particular problem is, I promise you Bob Rumson [the GOP] is not the least bit interested in solving it. He [they] is [are] interested in two things, and two things only: making you afraid of it, and telling you who’s to blame for it. That, ladies and gentlemen, is how you win elections. You gather a group of middle age, middle class, middle income [or just disenfranchised white] voters who remember with longing an easier time, and you talk to them about family, and American values and character, and you wave an old photo of the President’s girlfriend [the flag] and you scream about patriotism. You tell them she’s [“illegal” immigrants are] to blame for their lot in life. And you go on television and you call her [them] a whore [rapists and murderers].

The older I get, the more I realize there’s really nothing new under the sun. The words in the brackets above are mine and update the speech to fit the era we find ourselves in now.

No, manipulation of voters by politicians and others is not new. What is new, is the speed and volume at which the influence is coming, especially from foreign powers. Unfortunately, in this time of unprecedented access to information, it is harder than ever to find the truth and many Americans don’t realize they are being manipulated. Just like in the movie The Matrix, many of us are unwittingly cocooned in information bubbles that shield us from the truth. We listen to/read/watch only that which reinforces our beliefs. In many cases, we don’t even see critical thinking as a valuable skill. The problem then in coming together, is that not only do we have different opinions, but entirely different facts upon which they are based. Not only that, but a CBS News poll released in January 2021 showed that more than 50 percent of Americans believe the greatest danger to our way of life comes from their fellow citizens. That led Dave Isay, founder of StoryCorps, to ask in a February 5, 2021 USA Today op-ed, “Is it possible for Americans to achieve unity when they cannot agree on their common humanity?”

Wow, that is a low bar and we likely haven’t yet hit the bottom. But, I continue to find comfort that we’ve been through worse times and still recovered (albeit imperfectly). Recognizing each other’s humanity and the respect each of us is due by virtue of that humanity is a place to start. It is up to each and every one of us and none of us should expect better, unless each of us does better.

Our very different pains rhyme

During this week of Martin Luther King Day, I’ve found myself reflecting on both the state of equity in America and my personal journey toward the greater understanding of such.

In the Air Force, we received annual training designed to teach respect for differences and promote the value of diversity. We were taught that in spite of any “deeply held beliefs”, we must not act in a manner inconsistent with Air Force values. The Commander of Air Mobility Command General Darren McDew, wrote in 2015 that,

“Diversity is part of our DNA. America’s strength is even greater than the sum of its parts. Our best qualities as a nation shine through when we embrace different cultures, backgrounds, and ways of thinking.”

While serving, I felt the Air Force believed this ideal even if it wasn’t always successful at achieving it.

It wasn’t until I retired from the Air Force and managed a nonprofit with social justice as one of its core tenets, that I gained deeper insight into the meaning of equity. In fact, I was some 50 years old before I can remember hearing the term “white privilege”, especially used in reference to me.

The job was an ill fit for a hard-charging retired Colonel who wasn’t really prepared for the vastly different culture I would encounter. One example was my effort to learn more about each staff member by taking them to lunch. One of my goals was to learn what was important to them and how I could support them. One, an African-American transgender male, seemed very distrustful of me and was not interested in opening up to me or helping me navigate the new environment. He indicated early on that I didn’t understand and when I asked him to help me understand, he said that wasn’t his job. I was incredibly put off by his response and did not try again to reach out to him.

A decade later I understand more about what he meant when he said it was not his job to make me understand. When I think back on it now, I’m mortified at how ignorant I was about the real state of equity (or rather inequity) in America. I credit the Arizona School Boards Association for much of my increased awareness and understanding. I’ve gained great insights via attendance at conferences, tuning in to webinars, being a part of the Black and Hispanic and Native American Indian caucuses, or just talking to the very diverse membership. I’ve also enhanced my understanding of equity challenges by reading a variety of books and articles on the subject.

One such book is “A People’s History of the United States” by Howard Zinn. According to the publisher’s summary, it “is the first scholarly work to tell America’s story from the bottom up – from the point of view of, and in the words of, America’s women, factory workers, African-Americans, Native Americans, the working poor and immigrant laborers.” My perspective is that it lays bare, the truth about American exceptionalism. Yes, our founding fathers set out to create a “more perfect union”, but they did not do it on their own. They did it through a combination of grit and ruthlessness and on the backs of those who largely, were not white.

White settlers n America and the soldiers that paved their way, were for all practical purposes, a conquering force. And let’s face it, those being conquered always get the raw end of the deal. As we know though, America’s indiginous people were not the only ones used, abused and slaughtered. There has always been some group of people who paid the price for the rest of us to succeed and prosper. Another book I recently listened to, poignantly drove that message home. It is a novel called “Washington Black” by Esi Edugyan and tells the story of the fear and brutality of slavery in the 1800s.

These books helped me understand the sins of our American past that set the stage for the inequities many of our citizens continue to experience. I’ll be honest, I didn’t really understand that connection earlier in my life. I didn’t understand what impact centuries of systematic oppression could have on people living today. I didn’t know that poverty is the greatest barrier to student success and that those students in poverty are overwhelmingly of color. I certainly didn’t know about our discriminatory policies such as “redlining” to deny blacks homes in certain neighborhoods (still happening today), that insidiously creates barriers almost impossible to overcome.

These aren’t the only barriers that seem almost impossible to overcome. According to the Pew Research Center, in the twenty-five years they’ve been surveying Republicans and Democrats about how they view the other party,

“the majority of respondents in both parties answered ”very unfavorable“ for the first time in 2016. More than half of Democrats (55%) say the Republican party makes them ‘afraid’ while 45% of Republicans say the same about Democrats. And just half of the members of both parties say that the other party makes them feel ‘angry’.”

I’m not trying to equate racial hatred and oppression with political polarization. Isn’t it all though, tied together in some way? Hate crimes in the US are up by 20% since 2016 and in the first three months of 2017 alone, anti-Semitic incidents were up by 86%. We know it has always existed, but a political environment unmoored from norms has unleashed the ugliness.

That’s why I was drawn to a book called “The Opposite of Hate: A Field Guide to Repairing Our Humanity”, by Sally Kohn. Tired of the 24/7 vitriolic bombardment and of feeling helpless to affect the change we need, I was looking for some nuggets of wisdom. Kohn offered many such nuggets, primarily gleaned by going into the field to talk to people in situations where they have every reason to hate, but then overcame that inclination and exhibited just the opposite. From the Palestinian vs. Israeli conflict, to the Rwandan genocide, to the real and very painful hate played out everyday in our own country (on-line and in-person), Kohn provides hope via examples of people who have “listened to their better angels.”

“Our identities and experience in the world in our skin aren’t the same”, she writes, “but can we all perhaps notice how, as the writer Anand Giridharadas says, ’our very different pains rhyme”’?”

LOVE this! We all are after all, just and equally, human.

Unfortunately, that concept often eludes us. The concept of “cultural hegemony” Kohn writes, is that

“whereby the worldview of the elite becomes the accepted social norm. The dominant view in the United States that white people should rightfully have more privilege and power is a form of cultural hegemony. And groups who benefit from hegemony don’t see their own bias – they just think that’s the way things should be. As the saying goes, ‘When you’re accustomed to privilege, equality feels like oppression.’”

So, not understanding that I have “white privilege” doesn’t necessarily make me a bad person, but not being willing to learn about it and work to mitigate its potentially deleterious impacts (at least on a personal level), just might. As Kohn points out, “writer Audre Lorde suggests that forgiveness is injustice:

“Black and Third World people are expected to educate white people as to our humanity. Women are expected to educate men. Lesbians and gay men are expected to educate the heterosexual world. The oppressors maintain their position and evade their responsibility for their own actions. There is a constant drain of energy which might be better used in redefining ourselves and devising realistic scenarios for altering the present and constructing the future.”

So, I suspect, my former employee didn’t want to waste energy trying to educate me, when he didn’t believe I would either “get it”, or be part of the solution.

I understand now that the equality is not the same as equity. I also understand that the real question is not whether we are biased but rather how much bias we have and what we do to counteract it. Research shows it benefits all of us to do just that. We know that racial and ethnic diversity is great for communities, increases home values, and lowers crime (without putting up fences and gates). It also raises the achievement of all students in a school, not just those disadvantaged. But, as Kohn points out,

“it is too easy to believe that poverty and crime afflicting urban black communities is their fault, not seeing it as the result of centuries of violence and oppression, economic discrimination, and white flight. Just as it’s too easy to believe that poverty and crime afflicting rural white communities is their fault, not the product of discrimination and perverse health system incentives and the massive shift of manufacturing jobs from those rural towns to overseas. Because if it’s their fault, then there’s nothing for us to try to understand, let alone have to address. If it’s hard enough to overcome our own individual prejudices and biases, overcoming systemic hate is an even steeper uphill battle.”

Key to “Repairing Our Humanity” according to Kohn, is understanding our commonality.

“All hate is premised on a mind-set of otherizing. It doesn’t matter whether that “other” is someone of a different color, or gender, or race, or political party. The sanctimonious pedestal of superiority on which we all put ourselves while we systematically dehumanize others is the essential root of hate. In big and small ways, consciously and unconsciously, we constantly filter the world around us through the lens of our explicit and implicit biases [which we ALL, every single one of us has]. We think we’re good people, but we don’t see how that sphere of moral concern is constricted by hate, by the history and habits and culture of who matters and who doesn’t in our society, which we have all bought into, whether we mean to or not. The opposite of hate is the beautiful and powerful reality of how we are all fundamentally linked and equal as human beings. The opposite of hate is connection.“

One great example of this concept is the movie ”Green Book” which I just saw. I won’t go into it here, but trust me, it is a great illustration of the difference connection can make.

So, connection is key, but so is the personal responsibility to work for it. We must, as Kohn writes,

“become more conscious of our own hate – in all its forms, and work to catch and challenge our ideas and assumptions. We must support policies and institutions that bring us together, rather than divide us.”

That, she writes, will take talking to each other differently. “With the generosity and open-mindedness and kindness and compassion of connection-speech, instead of hate.” Again, a pearl of wisdom from Anand Giridharadas in a 2017 speech,

“Real change is systemic and self-implicating, urging us to see our role in vast, complex problems.”

We ALL, each and EVERY one of us, have a responsibility and role to play, to get us out of the gutter. No one has a free pass that relieves them of that responsibility.

Kohn spoke to me throughout her book to include this sentence,

“I haven’t arrived at some place of enlightenment. I’ve simply realized I need to turn on the light – and start noticing things differently and trying to be different.”

There is not a person on earth who does not have a bias. Realizing our biases exist is the first step. The second one is taking the required actions to see through them so you can be a part of the solution versus part of the problem. Mahatma Ghandi said we must each, “Be the change that you wish to see in the world.” And as the ancient Chinese saying goes, “A journey of a thousand miles begins with a single step.”

The New Civil War

I don’t remember my parents being political at all. My Step-Dad was an Army Green Beret and my Mom a naturalized American citizen via Germany. I’m sure they voted, but it wasn’t like we sat around the dinner table discussing geopolitics. Neither of them had attended college while I was still living at home and being politically active wasn’t really congruent with my Dad’s military service.

After I joined the Air Force, that was also the case for me, especially when I became a commander. After retirement though, it was a different story. Since moving to Tucson in 2008, I ran for and won a seat on my local school board and worked on three Arizona campaigns, two Senate and one House, and supported various other campaigns in one way or another. It has been my service as a school board member though, that really led to my activism. Public K–12 education and the children it serves, (as it turns out) is my new passion.

Our recent Presidential election was traumatic for many and some people are totally shell-shocked. In my mind, much of the consternation is not about partisanship, but rather about the values we collectively subscribe to as a nation. Do we as stated in our Declaration of Independence, “hold these truths to be self-evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness”? Or rather, do we believe that (as with the Citizen’s United decision), corporations are people and should have as much say in our nation’s governance as “the people?” Do we still aspire to be Ronald Reagan’s “shining city on the hill” (words originally spoken in a sermon by Puritan John Winthrop), that serves as a beacon of democracy to the rest of the world or, do we only care about ourselves; about “America First”…and last.

I had for the most part managed to have a more pragmatic perspective about the recent turn of events until about two weeks ago when I visited our Nation’s Capitol. Seeing the multitude of protestors everywhere, in many cases controlled more tightly by increased police presence,  brought home to me the very real shift in our national direction. Then yesterday morning, I had a contentious conversation with my Mom about politics (whom I once could talk to about anything) and it occurred to me that what we are now experiencing is the New Civil War.

As with America’s original Civil War, this one is pitting family members against family members, friends against friends, and neighbors against neighbors. Don’t get me wrong, I don’t at all mean to minimize the 620,000 lives lost in the original Civil War, to this date the deadliest in our nation’s history. But, this New Civil War has the potential to be just as fractious to our country. It may be a war of words versus guns; but the divisions surrounding economics, equal rights, freedom of speech, state’s rights, and free trade vs. protectionism, all with a dose of nationalism mixed in, are every bit as real.

And just like the original Civil War, this one is comprised of “battles” of significance. The fight over Betsy DeVos is one. It was well-fought on the part of public education advocates, but in the end, they were out-gunned by the corporate reformers and the lawmakers they purchased. It would appear the Dakota Pipeline is another battle where “the people” have lost to corporate interests. There will be many more battles such as the one  over the Muslim travel ban currently underway. I’m guessing we are going to have at least four years of such battles. It is tiring to contemplate.

Wars are often though, contests of attrition. The side that remains better resourced in terms of troops and weapons and the intelligence and supplies to support them, is usually the victor. There are numerous examples however, of a grass-roots resistance (because it is supported by the hearts and minds of the people), that achieves victory against all odds.

If our nation is to remain a democracy, one which is “of the people, by the people and for the people”, we must all (each of us), remain engaged and vigilant. I understand it would be easier just to bow out and ride the “ignorance is bliss train,” until it jumps off the tracks. Believe me when I say I’ve considered that option more than once. But, as the American educator and author (born in 1899) Robert M. Hutchins said, “The death of democracy is not likely to be an assassination from ambush. It will be a slow extinction from apathy, indifference, and undernourishment.”

To those who care about our democracy and our right to life, liberty and the pursuit of happiness, I implore you to not let current events discourage you or detour your resolve. Now, more than ever, we must keep our heads in the game. After all, (as attributed to Edmund Burke) “All it takes for the triumph of evil is for good men to do nothing.” Let it not be said that was our course.

The Festering Wound

First, let me be absolutely clear. I will applaud any modicum of success Donald Trump realizes as POTUS. It’s currently hard to envision, but if it does happen, I will give credit where credit is due. My bottom line is that I want our country to succeed and flourish.

Second, although I didn’t vote for him, I don’t believe President Trump is the worst threat to our democracy. He is just the most visible symptom…the metaphorical “pus” that oozes from the infected wound. Yes, part of reason he was elected is that middle America is tired of being ignored and wants change. I get that. I wish our system had offered them better choices. But, he was also propelled to victory because of the “bacteria” of racism and hatred, fed by the “talking heads” and Internet content of questionable veracity. Over time, this bacteria infected the wound, generating the “pus” which indicated a problem.

What was the original wound? Well, it depends on how far back you want to go. In my lifetime, I think it would have to be the denial of civil rights that led to the civil rights movement that led to resentments (that I believe were unjustified) that so significantly wounded our national psyche. Please don’t get me wrong. President Lyndon Johnson was absolutely right to sign the Civil Rights Act in 1964. It helped right many of the wrongs that had permeated for too long against way too many. Unfortunately, the change in law was, in some ways, just a band-aid that masked the wound. It helped the healing begin, but did not deliver the antibiotics to cure the sickness. No doubt, the antibiotics (eradicate poverty, fix the criminal justice system, win the war on drugs) were huge pills that we weren’t willing to swallow. As a result, the wound never properly healed.

The more optimistic part of me says, “at least now the hatred and resentment is out in the open. At least now we can see the extent of the sickness and begin to deal with it.” Problem is, it will now take even more powerful and costly antibiotics to heal the wound, assuming we could even agree what the wound is.

A couple of days ago, I was listening to NPR’s “On Point.” The discussion was about President Obama’s legacy and a caller said he was really glad Obama was gone because of “the hate he sowed.” The show’s host was obviously incredulous and asked the caller why he thought this. The caller said, “when Trayvon Martin was killed, Obama immediately came out with a statement about how ‘it could have been my son.’” The host said he didn’t think there wasn’t anything racist in that statement, rather, President Obama was trying to empathize with Trayvon’s family. The caller though seemed undeterred. I don’t think he was trying to be inflammatory, but sincerely believed Obama was stoking racism. Try as I might, I can’t begin to understand how he came to that conclusion and it makes me really sad for our country and our democracy. Day after day, especially since Trump’s election, I encounter viewpoints from neighbors and acquaintances that are 180 degrees different from mine on a myriad of issues. How did we get to this place and more importantly, what are we going to do about it?

Obviously there were a combination of factors that brought us here. First, the choice of “news” sources we now enjoy ensures there is much less homogeny in our perspectives than when Walter Cronkite told all of us “that’s the way it is” at the end of each day. Not only that, but algorithmed social media continually feeds us “news” that only serves to ingrain the beliefs we already hold. This is compounded by the “echo chambers” “that allow us to promote our favorite narratives, form polarized groups and resist information that doesn’t conform to our beliefs.”

Second, some of us have lost the true meaning of patriotism. I contend patriotism is not about symbolism such as wearing a flag pin or flying the flag. In fact, George Washington implored Americans to “Guard against the impostures of pretended patriotism.” Rather, as John F. Kennedy said, patriotism is about asking “what we can do for our country” versus what “our country can do for us.” Patriotism is also, as Republican President Theodore Roosevelt said, “to stand by the country. It does not mean to stand by the president or any other public official, save exactly to the degree in which he himself stands by the country. It is patriotic to support him insofar as he efficiently serves the country. It is unpatriotic not to oppose him to the exact extent that by inefficiency or otherwise he fails in his duty to stand by the country. In either event, it is unpatriotic not to tell the truth, whether about the president or anyone else.”  Our nations’ newest President would do well to heed the words of his 26th predecessor who was after all, immortalized on Mt. Rushmore for being one of the most popular and important of our Presidents.

Third, is our “me-first” attitude at the expense of any concern for the common good. Government is evil and should be reduced in size “where we can drown it in the bathtub” said Grover Norquist. And yet, government is us. It is our collective voice. It is the entity that we elect to ensure the safety and security of our citizens and the education of our children. In fact, our lack of national committment to a well-rounded, well-resourced, and truly public, educational system is a great example of the “me-first” attitude. The school choice movement, pushed by corporate profiteers, is cleverly devised to take advantage of this. It is not about ensuring ALL children have every opportunity to succeed, just “my” kid. It IS about resegregating our society by socio-economic status thereby over the long-term, ensuring wealth inequity is only exacerbated. It is also about reducing the people’s voice in our democracy and funneling as much of the $700 billion education market to the private sector as possible. It should be no surprise this is the goal of the rich and powerful. After all, as Dr. Martin Luther King Jr., said, “The function of education is to teach one to think intensively and to think critically.” The less we all think it seems, the more our leaders can…well…“stink”, without us calling them on it.

Last, is our collective laziness surrounding the exercise of our civic duties. “Somebody” we say, should vote, should call, should march, should write letters, should run for office. Truth is, all of us should do most of those things. Charles de Montesquieu, a French philosopher who lived in the 17th and 18th century, said, “The tryanny of a prince in an oligarchy is not so dangerous to the public welfare as the apathy of a citizen in a democracy.” A democracy simply must have an engaged citizenry to be successful. I believe one of the important ways to be engaged is for each of us to pay our fair share of taxes. Author Alain de Botton eloquently said, “Paying tax should be framed as a glorious civic duty worthy of gratitude – not a punishment for making money.” Performing jury service or signing up for the draft are two other ways we fulfill our civic duties. The important point is that each of us realizes that the freedoms we enjoy don’t come free.

As for what we can do to turn things around, well therein lies the rub, right? I’m pretty sure that it starts with listening to each other again. As the saying goes, “that’s why God gave us two ears and one mouth.” It’s not just enough to listen though, we must actually hear and respond with compassion because even though it doesn’t seem like it now, we really are all in this together. If we could just find some common ground, we could start to rebuild. This rebuilding would initially look like tolerance of each other but hopefully would work its way up to acceptance. It would require respect for one another’s right to life, liberty and the pursuit of happiness; and that each of us strive to develop a “more perfect union.” Of course, to truly be a “more perfect union” we must understand that there are blue states and red states, white people and people of color, Christians and Muslims, men and women, etc. We must understand that our diversity doesn’t “ruin” America, it is what makes us great. It is what has always made us great. United we stand, divided we fall. Words to live by, now more than ever.

Our Kids Have Given Enough!

God, I’m tired of the whole district versus commercial (private and charter) school debate.  But, I feel strongly that district schools should be our Nation’s first choice to educate the majority of our children. I will therefore, continue to fight for not only their survival, but also success.

Usually, that means I’m at odds with school choice proponents. Today though, I read a blog post by Robin J. Lake and found myself agreeing with much of what she wrote. Ms. Lake is the Director of the Center on Reinventing Public Education at the University of Washington. In her piece titled “Will the New Administration Love School Choice to Death?” she writes “Our study of Detroit’s current choice environment, now at 50 percent charter schools, offers an important caution: choice alone is no panacea. In fact, ”School choice“, she writes, ”presented as a panacea is dangerous, both rhetorically and as policy.” She points out that in Detroit, charter schools slightly outperform district schools [I found dissenting stories about this], but their students are still some of the lowest-performing in the nation. Detroit school management is dysfunctional to say the least. There are a dozen different government agencies sponsoring schools without any coordination. This results in a parental nightmare with no one managing transportation, no one taking responsibility for closing low-performing schools, and no one making sure special needs students are well served.

Providing the complete package is one of the things district schools generally do well. They transport your child to and from school and they feed him or her breakfast, lunch and maybe even during the summer if need be. They provide both special need and advanced placement education, usually some sort of tutor support where required, and have a full range of programs such as sports, band, art, and much, much, more. And, most importantly, they take all comers, regardless of their socio-economic status, special needs, ethnicity, etc.

The real truth I have come to believe, is that no matter what school option (including district schools) one looks at, it takes sufficient funding, quality administrators and teachers, engaged parents and high expectations to produce real, positive results. It also takes an environment where if the child starts at a disadvantage in school and life, he or she can get help (especially if there is none at home) to rise above it. I once heard a presentation making the point how just one caring adult can make a huge difference in a child’s life. It struck me as incredibly sad to think that some children don’t even have that. That’s right…some children don’t even have one adult that cares about them.

When adults do care, good things usually happen. But, the more focused attention to a problem, the more likely the solution will be successful. Ms. Lake writes, “Choice is a powerful force, but it must be accompanied by thoughtful government oversight and supports for quality. There must be mechanisms to ensure that schools of choice serve the most challenging students. And there must be coordinated efforts across localities to empower parents with information, transportation, and other support systems. Without these efforts, families most often end up with a lot of choice and very little in the way of better options.” If there’s one clear lesson she has gleaned from the last 25 years of charter school implementation, she writes, it’s that “choice and competition are necessary but by no means sufficient to dramatically improve outcomes for students.”

I couldn’t agree more with Ms. Lake that, “To avoid choice becoming permanently polarized…scholars and advocates need to fight new programs that don’t promote quality and accountability.” They must advocate for policies that promote collaboration among school providers, ALL school providers, both district and commercial. They also must address equitable access for students with disabilities and other special needs and, maximize the effectiveness and accountability of any private voucher/scholarship and education savings account proposals.

And to her statement that “The new Department of Education should invest in strategies to prevent harm to students in districts facing major enrollment losses”, I say AMEN! Instead of fighting each other over who has the best answer, just imagine what we could do if we recognized there is good in all options and worked together for the best overall solution. Unfortunately, the pie is only so big and with the GOP fixation on tax cuts, it is getting smaller all the time. As long as the various school choice options are pitted against each other for resources, it is hard to see how we can work together for a better outcome. Something though, has to give and it damn well shouldn’t be our district school kids and their teachers. They’ve given enough.

Warning: School Choice Can be Hazardous to Your Community

Carol Burris, Executive Director of the Diane Ravitch’s Network for Public Education, recently wrote about the direction President-Elect Trump appears headed with education. “There are clear indications” she said, “that President Obama’s Race to the Top will be replaced with something that could be called ‘Race to the Bank’, as the movement to privatize education seems certain to accelerate.” Trump’s promise to redirect $20 billion in federal funds (most likely in Title I monies), is a good indication of that desire to accelerate. Of the redirect, Trump himself said, “Not only would this empower families, but it would create a massive education market that is competitive and produces better outcomes, and I mean far better outcomes.” Recent studies though, just don’t bear out those “far better outcomes” and although Congress previously considered redirecting Title I funds, they scrapped it with the Every Student Succeeds Act.

Nonetheless, Trump seems determined to press ahead as indicated today by his pick of Betsy DeVos, a forceful advocate for private school voucher programs nationwide, as his Secretary of Education.  And although his website claims that school choice is “the civil rights issue of our time”, the Nation’s leading public education advocate, Diane Ravitch writes, “school choice is not the civil rights issue of our time, as its proponents claim; it is the predictable way to roll back civil rights in our time.” Her words are born out by the fact that segregation in the United States is now the highest it has been since the early 1960s. And to that point, the Arizona Republic writes that vouchers, tax credits and charters are used “by those who least need help”, “siphon money from traditional district schools”, and “are thinly disguised workarounds that wealthy parents can use to keep their kids out of the district schools where students of color are in the majority.” Jeff Bryant, on educationopportunitynetwork.org, writes, “it’s hard to see how a system based on school choice – that so easily accentuates the advantages of the privileged – is going to benefit the whole community, especially those who are the most chronically under-served.” After all, we all know there are plenty of disadvantaged families who will likely never be able to access school choice options, partially because it really is schools’ choice. This reality plays out every day when commercial schools either don’t admit those students they don’t want or, weed them out early on.  The desire to not call attention to that truth may be part of the reason we’ve begun to see the rebranding of “school choice” to “parental choice.”

The real problem though is much more than semantics, but what school choice is actually doing to not only our district schools, but our communities as well. Julie Vassilatos, on chicagonow.com, writes that “choice” “quietly diminishes the real power of our democratic voice while it upholds the promise of individual consumer preferences above all else.” (It’s all about me.)  The picture she paints of school choice is this: no schoolmates in neighborhoods, children traveling several hours a day to/from school, and “very little political and residential investment in the heart of neighborhood communities.” The school choice model she contends, is “fracturing and breaking down local bonds among families and within neighborhoods.” Could it be that “divide and conquer” is what this is really about? Vassilatos seems to think so contending that, “Democracies require stable communities with strong institutions that are of, by, and for the community. Democracies are built on strong, stable localities.” School choice she claims, is gutting our communities and robbing our voices.

Meanwhile, Carol Burris points out that our Vice President-Elect, Mike Pence, shepherded such a time of gutting and robbing while Governor of Indiana. His voucher program created $53 million in school spending deficits in the last school year alone and the damage continues to this day. If school choice proponents get their way she warns, we could be looking at the same sort of disastrous full-frontal school choice implementation both Chile and Sweden are now trying to dig themselves out of.

We, as a nation, Burris says, need to ask ourselves two important questions. First, do we want to “build our communities, or fracture them?” Second, do we believe “in a community of learners in which kids learn from and with others of different backgrounds”, or do we want to further segregate our schools by race, income and religion. She contends that we cannot have both and that “true community public schools cannot survive school choice.” I agree with Carol, but it isn’t because the district schools can’t compete. Rather, it is because the deck is stacked against them and politicians and profiteers continue to pile on.

Robin Lake, of the Center on Reinventing Public Education, which supports many school choice initiatives, said she believe there needs to be a focus on quality: “My fear is [that] a big ideological push for choice as an end, not a means, is a dangerous prospect. It’s not only dangerous for getting schools started that may not be effective, but it’s also dangerous for long-term politics.” Noah Smith on bloomberg.net, basically agrees, if from a different angle. “The evidence is clear that vouchers are a policy with underwhelming potential” he writes, and “if the U.S. cares about academic success, policy makers should focus not on turning the school system into a marketplace, but on reforming existing schools to improve their quality.

As Arthur Camins points out on HuffingtonPost.com, “there are better choices than school choice to improve education.” Unfortunately, those choices are not the path of least resistance for our politicians and our short attention spans make expediency a winning strategy. Too bad those who have no voice are the ones who will ultimately suffer the most.

Open Letter to Frederick Hess

I could barely get through your post on educationnext.org before I began formulating my response. This is not the first time I’ve wanted to respond to a post on this blog, but I definitely couldn’t let this one go unanswered. I read your blog because I try to ensure I am informed about education from a variety of opinions and viewpoints. But, as Daniel Moynihan said, “You are entitled to your own opinions, but not to your own facts.”

In your post titled “Education Is So Far Left, It Can’t Really See the Right”, you condescendingly lay out the “blind spots” of those in “education.” Your interchange of “those in education” and “Democrats” as if there is no difference is your mistake #1. Although more teachers tend to be Democrats than Republicans, teachers are typically focused on their students in the classroom, not in setting education policy. I am a school board member and active in my state’s school board association. One thing I’ve learned in the past four years, is that those who serve with me are politically diverse and it is this diversity that ensures all viewpoints are represented. These governing board members are at the forefront of charting the course of education at the local level and they have many different ideas about how to do that. Its a great strength of the local control our system of district education offers. While I’m on the subject of ideas, I have a few others for you.

1. You write that those “in education spend so little time talking to or engaging with conservatives.” Don’t know where this comes from, but as I alluded to above, educators, administrators and school board members talk to all kinds of parents, community members and voters. They do this day in and day out. It is a big part of the “public” in public education.

2. Trump did not “narrowly lose the popular vote.” As of November 19th at 6:35am, Hillary Clinton was leading with the popular vote by 1.4 million, with 2.8 million votes still unprocessed in California. I recognize it doesn’t matter how many votes she got, Trump won the election. I just object to you making it sound like the popular vote was really, really close. It wasn’t.

3. You write that the obstructionism of Congress during Obama’s presidency was just “Republican majorities in Congress doing their job”, I say no. Congress’ job is to do the work the people sent them there to do, not to be the most do-nothing Congress ever.

4. You claim that equity is why “the Left gets out of bed each morning”, and I say damn straight, it should be one of the many reasons we all get out of bed. You know, like it says in the Declaration of Independence, “all men [and women–21st century update] are created equal…”

5. Really? You want to try to take the high ground on liberty? What about the Right’s fixation on telling women what they can and cannot do with their bodies and telling gay people who they can marry? And as for community, public district schools (especially in rural areas) are often the hub of their communities and the focus on the privatization of education (as your blog does) risks destroying those hubs and the communities they serve.

6. Are you serious? “Overhauling collective bargaining in Wisconsin? Governor Walker was trying his damnedest to totally dismantle the ability of hard-working people to fight for their rights. Employees after all, typically seek collective bargaining when they are not treated fairly. If a business owner doesn’t want his or her employees to unionize, maybe they could just provide a fair wage and decent working conditions.

7. So you think the framing of race, ethnicity, and gender ”tears at the fabric of our republic and sows ill-feeling and tribalism?“ How about the framing of racism, misogyny, and bigotry? And by the ”suppression of religious freedom“, are you referring to the desire for businesses to not discriminate against customers because of their ”deeply held religious beliefs?” Its easy. If you don’t want to be forced to serve everyone, don’t apply for a business license from the government (of the people) to operate.

I personally believe we have more in common than not and I really wish we could focus on finding common ground versus tearing each other down. Unfortunately, recent events tell me it is going to be awhile before we have any real breakthroughs in that regard. The sad thing is though, we aren’t just hurting ourselves, but the children who are counting on us to work together to get this education thing right. When will we learn?

Remember in November

The Center on Budget and Policy Priorities (CBPP) just released a new report on states’ investments in their public schools. “Public investment in K-12 schools – crucial for communities to thrive and the U.S. economy to offer broad opportunity – has declined dramatically in a number of states over the last decade” reports the CBPP. According to the U.S. Census Bureau, Arizona ranks 15th in the nation for the number of students enrolled in public K-12 schools, but 48th in per pupil spending, with state funding per pupil down 36.6%. In state dollars alone (per pupil), Arizona only provided 56.5% of the national average according to the U.S. Census Bureau’s Public Education Finances: 2014 report released this year.

Greatly exacerbating the situation (especially moving forward) is the fact that Arizona is one of the five states having “enacted income tax rate cuts costing tens or hundreds of millions of dollars each year rather than restore education funding.” Nationwide, states made up 45% of their budget shortfalls between 2008 and 2012 with spending cuts and only 16% with taxes and fees. Governor Ducey has promised to cut income tax every year he is in office, continuing two decades of tax cuts that that will cost the state’s 2016 general fund $4 billion in revenue. He and the Arizona Legislature may blame the recession on Arizona’s budget woes, but “more than 90% of the decline in revenue resulted from tax reductions…the remainder is due to the recession. Adding to the problem is that the Federal education aid programs shrunk at the same time. Those cuts are critical given that one in four of Arizona’s children live in poverty and Federal assistance for high-poverty schools is down 8.3% since 2010. Federal spending for the education of disabled students is also down by 6.4%.

It should be no surprise, that Arizona has a huge teacher shortage and in fact, is ranked the third worst state in the nation to be a teacher. Arizona’s district schools started the school year with 2,041 teacher vacancies and four weeks into the school year 25 percent of those remained vacant and 22 percent more were filled by individuals not meeting standard teacher requirements. The CBPP reports, “While the number of public K-12 teachers and other school workers [across the nation] has fallen by 221,000 since 2008, the number of students has risen by 1,120,000. This translates to a national average for student-to-teacher ratio of 16:1 while Arizona’s is almost 23:1. In 2014, Arizona ranked fifth in the nation in annual population increase while fewer students were enrolling in teacher preparation programs and 23% of Arizona’s teachers will be eligible to retire by 2019. We are facing a crisis largely created by state lawmakers where districts are forced to make up for major state funding cuts by deleting positions; underpaying teachers; cutting back on professional development; combining classrooms; and using long-term, less-qualified substitutes. Research shows teacher quality is the most important school-based determinant of student success. For real achievement gains, recruiting and retaining high-quality teachers must be at the forefront of education policy, along with the funding that supports it.

Quality preschool and full-day kindergarten have been shown critical to improved outcomes throughout a child’s school years and life beyond, especially for those lower on the socio-economic scale. Arizona however, funds only half-day kindergarten and provides no support for preschool. One study of 15,000 children born between 1955 and 1985 showed that poor children whose schools received a 10% increase in per-pupil spending before they started school and maintained that increase over the 12 years of the students’ schooling, were 10% more likely to graduate from high school. They also were shown to have 10% in higher earnings and were 6% less likely to be poor as adults.

Proposition 123 provided $173 million per year through FY 2025, but the state is still the fifth highest in cuts (down 12.8%) in state-provided per pupil funding through 2017. Keep in mind please that Proposition 123 monies were largely provided by raiding the state trust lands fund, which exists to support stable financial resources for schools. It wasn’t new money, but funding already mandated by the people and adjudicated by the courts and then, it was only 70% of what was actually owed. Even so, it did provide a boost to district funding which is critical given that Arizona is one of roughly half of the states providing less per pupil than in 2008 and one of the only seven where the cuts are 10 percent or more. In fact, even with the Proposition 123 infusion, the CBPP reports that Arizona had a -.08% change in state formula funding per pupil. So, while one hand giveth (kind of), the other hand taketh away.

Of course, per-pupil funding isn’t the only kind of funding cut from our district budgets. Capital spending, that which is used to build new schools, renovate and expand facilities, and equip schools with more modern technologies, is also way down. Spending for capital requirements was down 37% across the nation between 2008 and 2014. In Arizona, the FY 2016 budget included cuts of $113,457,200 in district additional assistance (DAA) dollars (about $135 per student), when added to the prior year DAA cuts, equates to a total reduction of these funds by 83%. DAA monies are used for a combination of soft capital costs (classroom materials and supplies) and capital funding. As just one example, the State Facilities Board provided only two cents of every dollar (2%) of the statewide need for renovations and repairs between 2008 and 2012.

The good news is that almost three-fourths of Arizona voters say the state is spending too little on our K-12 public school students. Hopefully, you are one of them and you’ve already voted for pro-district education candidates, not those in favor of diverting taxpayer dollars to fund commercial schools. I say this not as a school choice “hater” (I do believe school choice has its place, it just shouldn’t be first place), but as a pure practical matter. Over 80% of Arizona’s students attend district schools and they deserve to have the vast majority of our resources and attention dedicated to ensure they succeed. We all need them to succeed not just because it is the right thing to do, but also because whether they are well educated or not, they are the future of our communities, our state and our nation. For all of us and those who come after us, I wish for a very bright future.

 

Bubblegum Only Holds For So Long

The Arizona Republic reported this morning that two Glendale Elementary School District (GESD) schools would be closed for up to five weeks for structural deficiencies uncovered during a weatherization project. Inspections by architects and structural engineers found “varying degrees of damage to outside walls in every building on campus” said Jim Cummings, spokesman for Glendale Elementary.

What Glendale is experiencing, though, is just a peek at what is to come statewide. One of the GESD schools, after all, was built in the 1920s. Likewise, the majority of Yuma Elementary School District facilities are over 50 years old. In my district, Oracle Elementary, most of our facilities are over 40 years old and one was built in 1938. These are just a few examples of our aging district infrastructure in the Arizona.

In 1998, the National Center for Education Statistics reported the median age of schools in the West as 39 years, with 25 percent of the schools built before 1950. Admittedly, this report is old and, doesn’t hone in on Arizona, but current Arizona data just isn’t available. Thing is, it should be.
In 1994, the Arizona Supreme Court declared the state’s systems of school capital finance unconstitutional because it failed to conform to the state constitution’s “general and uniform” clause. “The system relied on the secondary property tax, driven by the property wealth of a school district, and general obligation bonding.” Under a court order to develop a constitutional system of school capital finance, then Governor Hull signed legislation to create Students FIRST (Fair and Immediate Resources for Students Today.) Late in 1999, the State Facilities Board (SFB) “adopted Building Adequacy Guidelines that now serve as the minimum standards for existing and new school facilities in Arizona.”

 Part of the new Students FIRST law established a deficiencies correction fund to help correct deficiencies in existing school facilities. The SFB was charged with adopting rules setting minimum adequacy guidelines for school facilities, assessing the facilities against those guidelines, and providing funds to get the buildings up to snuff. The SFB finished a statewide assessment of all 1,210 schools and 1,410 building sites, including fix cost, in April 2001. Over $740 million in 5,963 “hard construction” deficiency projects were identified including 904 roofs and 233 fire-alarm systems. By law, the existing deficiencies were supposed to be fixed by June 30, 2004.

The law also established a building renewal fund to maintain the adequacy of existing facilities and a new school facilities fund to construct new schools to meet minimum adequacy guidelines. The entire program was to be funded by appropriations from the State General Fund versus property taxes to level the playing field, but this change also made it easy for the Legislature to repurpose the funds. In fact, the only year the building-renewal fund was fully funded was in 2001, and from 2008 to 2012; school districts only got two cents of every dollar they should have received. To make matters worse, the state stopped providing dedicated funding for preventative maintenance. The repealed Building Renewal statute allowed school districts to use eight percent of their building renewal formula amounts for routine preventative maintenance but no more. And as if it makes everything better, the SFB strategic plan states that they “have expanded the preventative maintenance training and inspections to ‘counterbalance the lack of funding.'” I don’t know about you, but this sounds pretty ludicrous to me. First, you take away the funding for building renewal, then you train the districts on how to do preventative maintenance (with no funding mind you), and then you inspect whether the maintenance was done even though no funding was provided to do it. Right…makes perfect sense.

The failure of the Legislature to meet its obligations, has led Tim Hogan, executive director of The Arizona Center for Law in the Public Interest (ACLPI), to file a suit. Déjà vu since Hogan is the lawyer who filed the suit in the 90s. Yes, that suit. The one that resulted in “legislators agree[ing] to spend $1.3 billion to bring every school in the state up to a minimum standard, to create a formula to fund school renovations, and to pay for it out of the state’s general fund rather than out of local property taxes.” Glendale Elementary School District has already signed on to join Hogan’s new effort to force compliance. According to Jim Cummings, “the district voted to become a plaintiff in the lawsuit because the legislature eliminated all capital funding and GESD couldn’t raise enough through bonds to meet its capital needs.” Since the legislature eliminated capital funding, GESD has lost $18.7 million despite increasing enrollment. In 2015, Hogan said, “In each of the last two years, the amount appropriated has been about $16 million, far short of the $500 million needed by Arizona school districts.” He went on to say “The state has totally reneged on the commitment that it made to the Supreme Court at the time Students FIRST was presented for approval.”

Let’s be clear. The $3.5B that Prop. 123 will deliver over 10 years to Arizona’s district schools is money that was already due them (actually only 70 percent) per voter mandate and court order. It was funding designed to allow Prop. 301 funding (for facilities, teacher compensation, school performance measurement, statewide database and more) to keep up with inflation. It was not new funding. Yes, it is true that Prop. 123 funding came without strings attached. The majority of districts, though, used it to increase their teachers’ salaries, a more immediate need given the critical shortage of teachers in our state and the looming retirement of many of those who are currently teaching.

It is clear that our district schools are ever-increasingly being forced into making “the lesser of all evils” choices to keep the doors open, teachers retained, and students enrolled and well-educated. Our state legislature is playing games with the future of the one-plus million children that attend Arizona’s district schools. Please remember this when you cast your vote either before or on November 8th. If you want better for Arizona’s children, you MUST vote for candidates who share that vision and have the political will to deliver it. Anything else is just noise.

Partisan? You bet! My party is Public Education.

I am a big believer in the two-party system. Our system of government works best when all sides are heard and considered. That is most likely to happen when the power is balanced, forcing legislators to negotiate and compromise. Our founding fathers purposefully designed many checks and balances into our system and I believe our two-party system helps in that regard.

In Arizona, the Democrats must gain only two additional seats in the State Senate to reach parity with the Republicans and in my opinion that would be a very good thing. Then, our senators from both parties would be forced to work together in finding good compromises to solve the problems facing our state.

One of the biggest problems facing our state is the inadequate resources provided our district schools. Arizona is one of the nation’s leaders in promoting school choice and although 80-plus percent of our students choose district schools, resources continue to be siphoned away from these schools in favor of other options. Many of our legislators, largely the Democrats, get this. Several Republicans are also on board.

Friends of ASBA, a sister organization of the Arizona School Boards Association, publishes an annual voting record of our legislators. This “Friends of ASBA Educating Arizona” report shows how every Arizona legislator voted on high priority K-12 education bills in 2016. The bills are grouped into three focus areas: funding, vouchers and local control, and the voting record is based on whether the legislators voted with, or against the ASBA position.

I encourage you to click here for the report to get the entire story. As you go through the report, you’ll note 56 legislators received “extra credit” for their behind the scenes efforts on behalf of public education. This credit is noted by + signs and the maximum extra credit points awarded were +++. Below, I show the Republican legislators who voted with ASBA’s position more than two-thirds of the time. I’d like the percentages to be even higher, but 33 Republican legislators didn’t even have a score higher than 50%. I should note that four Democratic legislators, Rep Sally Ann Gonzales (57%), Rep Jennifer Benally (43%), Rep Albert Hale (57%), and Rep Juan Mendez (57%) did not meet my “two-thirds of the time voting with ASBA” threshold.

The legislators in the chart above have at times taken brave stances on behalf of our district school students. Those I’ve actually met with seemed sincerely intent on doing the right thing for our students. They have earned my respect.

It is never a good idea to be closed to the opinions and ideas of others, nor is it smart to vote straight party line without regard to the issues and how candidates lean on those issues. For incumbents, the voting record tells us where they stand on public education. For candidates who haven’t ever been elected, it is our duty to read and listen to what they say about where they stand. And oh by the way, it is not good enough for a candidate to say he/she is “for education.” If you want to be sure they support the efforts of the schools educating over 80 percent of our students, they must say they are “for public education.” Of course, this leaves the door open for them to be staunchly pro-charter, but at least there is a modicum of transparency and accountability for the taxpayer dollars provided charter schools unlike with private options.

No matter what problems you most want solved, there can be no doubt that the more our students are prepared to deal with them, the better off we will all be. In my opinion, locally elected, governing board-led, public school districts offer the best chance we have to ensure every student has every opportunity to succeed. That’s why I am passionately pro-public education and why that’s the “party” that most matters to me.
